Water Sector Resilience Dialogue

This Strategic Dialogue is being convened at a moment when the threat to America’s water systems has moved from warning to reality. In recent months, drinking water and wastewater utilities in multiple states have reported cyber intrusions. These incidents follow years of federal warnings that hostile nation-state actors are targeting the systems that deliver one of our most essential public services. This moment demands a new paradigm for resilience and new collaborative frameworks so that no single municipality is left to confront these threats alone.
Goals for Session
- Establish a shared understanding of the threats facing water systems, the capabilities needed to defend against them, and where significant gaps reside.
- Explore opportunities for collaboration—across the water sector, and other lifeline sectors, and across federal, state, and local government—to close critical resilience gaps.
- Discuss opportunities to sustain collaboration and coordination beyond this session.
